Framework (FW) = a conceptual structure that defines ends and constraints (what “good” looks like), offering principles, boundary conditions, or evaluation lenses. A framework is not directly executable; it guides strategy and the choice of tools.
Tool (T) = an actionable instrument (method, metric, policy, program, standard, data protocol, funding mechanism) you can deploy to produce measurable change or compliance aligned to a framework.
